A SOLE-SOURCE CONTRACT (COMMERCIAL OFF-THE-SHELF EVERSOFT SOFTWARE) FAR Part 12
This special notice meets posting requirements of RFO FAR 5.1, 6.1, 12.1 and DFARS 206.3. It also serves as market research pursuant to RFO FAR 10.
The Government intends to award a 5-year, sole-source, Indefinite Delivery, Indefinite Quantity (IDIQ)/Enterprise Contract (EC) with the first order to be issued prior to the conclusion of Fiscal Year 2026.

DESCRIPTION OF REQUIRED SUPPLIES AND SERVICES
The Government has an ongoing operational requirement to procure enterprise-level, commercial off-the-shelf (COTS) software licenses, specialized hardware appliances, hardware/software maintenance, and engineering support services provided by Everfox. (or brand-name equivalent solutions satisfying all salient characteristics)
The requirement encompasses a 5-year Ordering Period. Specific part numbers, nomenclature, and projected annual quantities across the total ordering period are itemized in the attached spreadsheet ("Attachment 1 - Requirements Listing").
The required supplies and services are categorized across three core areas:
A. SOFTWARE LICENSES, SUBSCRIPTIONS, AND MAINTENANCE
- Cross-Domain Guards: Perpetual and subscription licenses, standard maintenance, and associated filter bundles for Structured Guard (2070 Series), Unstructured Guard (2068 Series), and High-Speed Guard (2071 Series) supporting multi-network data transfer.
- Centralized Management & Endpoint Access: Control Center Server and Managed Device subscriptions (CCMDS/CCSVS Series) and Trusted Thin Client (TTC) Distribution Console, End User Device (EUD), and Network Resource licenses (10251 Series).
- Collaboration & Security Plugins: Everfox Information eXchange (DSIXTL1PU), Red Hat Enterprise Linux (RHEL) Extended Lifecycle Support (ELS) nodes, and McAfee-integrated Virus Scanning Plug-Ins (2070VSP Series).
- Form, Fit, and Function: Software must execute native cross-domain security filtering and multi-level desktop access without requiring modification to existing agency security classification boundary policies.
B. HARDWARE APPLIANCES AND HARDWARE MAINTENANCE
- Data Diode Appliances: Fiber-optic hardware-enforced one-way data transfer appliances (FDD10G Series) including annual hardware warranty and associated software maintenance.
- Cross-Domain Access (CDA) & Verifier Hardware: G2CI Cross Domain Access V2 custom hardware and hardware maintenance (1079H-CDA Series) and High-Speed Verifier turnkey appliances (HSVT Series).
- Form, Fit, and Function: Hardware units must conform to standard 19-inch rack-mount form factors, interface with existing fiber-optic distribution fabrics, and satisfy DoD physical separation and emissions containment standards.
C. SPECIALIZED ENGINEERING AND TECHNICAL SERVICES
- Direct Tier-3/4 Engineering Support: Dedicated Junior, Mid-level, and Senior Product Engineers (5000/5001/5002-CDA Series) possessing relevant security clearances to provide on-site/remote deployment, complex troubleshooting, and integration.
- Training and Operational Travel: Basic and advanced CDA system administration training (40003-CDA Series) and associated travel (PS-TRAV-CDA) in support of mission locations.
All responsible sources—including OEM-authorized commercial resellers and distributors—may submit a quote for the exact products (or brand-name equivalents) and quantities listed in Attachment 1.
If submitting a quote for brand name equivalents, your quote must be supported by a capability statement (3-page limit, 11 pt. font) and a crosswalk of proposed alternatives to the requirements listed herein.
Quoted Pricing Submission Requirements:
- Pricing must be separated by year
- Each line item must include Part Number, Product Description, PoP, Type, unit pricing and extended pricing
- Any additional fees
Attach the End User License Agreement (EULA)/ End User Service Agreement (EUSA) and include a statement of understanding that the attached addendum (Attachment 2 – Federal SLA Addendum) or one patently similar (and approved by the Contracting Officer after legal review) MUST be signed by the OEM prior to award.
