The US Naval War College intends to award a sole source firm-fixed price contract to James M. Warren to provide educational services supporting nonresident evening classes for the College of Distance Education. These classes are part of the Fleet Seminar Program conducted in the Washington, DC and Dahlgren, VA areas, specifically covering 210 classroom hours on Joint Maritime Operations. The contractor must possess a unique combination of professional education, naval warfare operational experience, and familiarity with the Naval War College’s mission and functions, and must be located within commuting distance of the class locations. The contract period of performance is from August 1, 2008, to June 5, 2009. The award will be made under the authority of FAR 6.302-1, allowing non-competitive procurement because the required services are considered available from only one responsible source that can meet the agency’s specific needs. The announcement serves as a notice, not a solicitation, and inquiries regarding the contract action had to be submitted by April 30, 2008. The procurement is classified under NAICS code 611710, with a small business size standard of $6.5 million. The Naval War College Contracting Division is managing the acquisition, and all correspondence is directed to designated Contracting Officers at the Naval War College. This approach reflects a sole source determination following market research that confirmed no viable alternative sources exist for these specialized services.
