The Bay Pines VA Healthcare System (VISN 8) intends to award a sole source contract to a specific team—Marlene K. Strader PhD RN; Stephen M. Dorman, M.D.; MaryAnn Dremstedt MS RN; and Elisa Rosenblatt, MD—for the provision of Mock JCAHO Survey Services across all VISN 8 facilities. This intent to sole source means the agency plans to negotiate directly with these identified individuals without issuing a competitive solicitation. It is important to note that this is not a formal solicitation or request for proposals, and the Government is under no obligation to award a contract. The procurement will follow commercial services procedures under the Federal Acquisition Regulation (FAR) Part 12, with justification under FAR 6.302-1 indicating that only one responsible source is capable of fulfilling the government's needs. The notice invites other firms who believe they can meet the requirements to provide written evidence demonstrating their qualifications by March 24, 2008, at 3 p.m. EST via email. However, requests for a solicitation will not be entertained, and phone inquiries are discouraged. The government retains discretion to either proceed with competition based on responses or move forward with the sole source award if no adequate challengers emerge. This acquisition pertains to the NAICS code 611710 and covers services related to conducting Mock JCAHO surveys to support compliance and accreditation readiness across the VISN 8 healthcare system.
