The U.S. Department of Labor's Office of Job Corps plans to award a sole source contract to CTB McGraw Hill for licensing the electronic version of the Test of Adult Basic Education (TABE) 9/10, to be used nationwide for assessing Job Corps students. The contract will span five years, consisting of one base year and four option years. This proprietary test, hosted at the Job Corps Data Center in Austin, Texas, evaluates five key workplace competencies—resource allocation, interpersonal skills, information use, systems work, and technology use—along with three foundational skill areas: basic skills, thinking skills, and personal qualities related to job performance. The exam is designed as both a pre-test and post-test and must be available in English and Spanish, fully online with data stored securely on Department of Labor computers. It also needs to generate specific reports for Job Corps educators. This procurement is conducted under a sole source justification per FAR 6.302, and the notice serves as an intent to award rather than a request for competitive proposals. However, the Department invites interested parties to submit capability statements within ten calendar days of the posting date if they believe they can meet the requirements. Submissions must detail company qualifications, experience with online testing for diverse populations, and pricing information. Responses must be written and sent to the designated contract specialist, Linda Spillman, with no solicitation documents currently issued. The government retains discretion on whether to pursue competition based on received statements.
