The Marine Corps Systems Command (MCSC) intends to award a sole source contract to Santa Barbara Infrared (SBIR) for the procurement of an Integrated Thermal Test Set designed to meet specific performance requirements for the Electro-Optic Test Facility (EOTF). This procurement is justified under statutory authority allowing sole source awards when only one responsible source is capable of meeting the agency’s needs. SBIR is uniquely qualified to supply a thermal test system comprising a laptop computer with integrated control and analysis software, dual blackbody sources with visible illumination, a motorized 12-position target wheel, calibrated thermal targets, and a NIST-traceable calibration transfer standard. The system must be fully compatible with the existing Third Echelon Test Set Electro-Optic Variant (TETS EOV) used by the Marine Corps for diagnostics, ensuring seamless integration for consistent, repeatable thermal testing evaluations. The thermal test set will enable a range of thermal imaging tests such as MRT, MDT, Uniformity, Bad Pixel Detection, and more, with capabilities to digitize various video signals and export data compatible with industry-standard thermal modeling software. The contract emphasizes the importance of the system's components functioning as a cohesive unit controlled via the IRWindows software, which commands and monitors all hardware for comprehensive diagnostics and evaluation. This sole source award reflects that SBIR products are widely used and trusted across various branches of the military for electro-optical systems testing, underscoring their established position as the only supplier that can meet these rigorous mission-critical requirements. The government invites inquiries only to confirm capability but does not intend to open the procurement to competition.

The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), Optics and Non-Lethal Systems (ONS), intends to procure a thermal test set, on a sole source basis with Santa Barbara Infrared (SBIR) of 30 South Calle Cesar Chavez Suite D, Santa Barbara, CA 93103. This procurement is being made in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, - Only one responsible source and no other supplies or services will satisfy agency requirements. The justification for such action is based on the findings of the commercial market analysis, that there is no other supplier or manufacturer in the thermal test industry that can supply an Integrated Thermal Test Set with the required performance, test coverage and transfer standards for the following list: 12 position target wheel with 3 aperture, 3 diameter thermal target set, calibrated precision NIST traceable thermal transfer standard and high temperature blackbody sources fully compatible and integrate! d into a thermal imaging system analysis and control software. These five components must interact seamlessly for the purpose of experimentation, evaluation, diagnostics, documentation and characterization of thermal systems to fulfill the mission and scope of the Electro-Optic Test Facility (EOTF). The EOTF currently uses the Third Echelon Test Set (TETS) Electro-Optic Variant (EOV) operated by SBIR's proprietary IRWindows software and target projector hardware to perform system level diagnostics and - troubleshooting. In order to ensure consistent measurements between the new EOTF laboratory Thermal Test Set and the TETS EOV, compatible hardware and software is required for traceability, repeatability troubleshooting and diagnostics. Santa Barbara Infrared products are used extensively through out the infrared industry and government. In addition to the TETS EOV in use by the US Marine Corp, SBIR has produced the electro-optical test system (EOSS+ for CASS/IFTE) which - has been chosen by the US Navy and Army as the - E-O standard to support all IR, visible, laser and DVO fielded systems. The Performance Specification document for the Thermal Test Set requires that the individual components function as a unit, directed by a supplied computer with IRWindows software. Individual components are specified with minimum requirements in Attachement 1. This announcement is not a request for competitive quotations; however, if you believe that your company can provide the required items, please call or e-mail the Contract Specialist. Inquiries should be directed no later than 23 February 2007 at 4:00 p.m. Eastern Standard Time (EST) to Sonya Powers, Contract Specialist at contact@example.gov or via telephone at +1 (555) 000-0000, Reference: M67854-07-R-1027. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the PG-13 IWS/ONS Program requirements. Note: If documents are sent via e-mail, the contractor will be responsible for validating Government recei! pt by calling the Contract Specialist, Sonya Powers +1 (555) 000-0000. ATTACHMENT 1 PERFORMANCE SPECIFICATIONS FOR THE THERMAL TEST SET 1.Laptop computer with integrated control and thermal imaging analysis software package - The Thermal Test Set shall include a thermal imaging analysis software suite(s) installed on a laptop computer, capable of performing data acquisition, analysis and presentation of results from the unit under test (UUT). The command, control and monitoring of the TETS EOV shall include the power, blackbody controller and target wheel. - The software will possess the drivers necessary to interface with the TETS EOV to take advantage of the latest software updates and test modules. - Minimal thermal tests to be performed include: SiTF, MRT, MDT, Uniformity, Bad Pixel Detection, SRF, LSF, Field of View, NETD (spatial and temporal), 3D noise, Ensquared Energy (EE), CTF and MTF. - The laptop computer shall possess the capability to digitize many different types of video signals currently utilized with in the thermal imaging industry. Immediate requirements include RS-170 and camera link. Capability to easily expand to other formats such as LVDS is required. - Analysis results must be exportable in a format compatible for input to NVESD NVTherm thermal system modeling software. - The software package must provide image statistics calculations, user interactive curve/data fitting as well as provide region of interest (ROI) subsetting and analysis. - The laptop will include IEEE-488 (GPIB) communications and video digitizer capability integrated and controlled through the analysis software package. 2. Integrated Thermal Sources - Two blackbodies are required for the Thermal Test Set. One with an active area of 4'x4 and the other 8'x8 for use as the source for the target wheel assembly and UUT illumination. - The two blackbodies mustinclude a visible illuminator which back illuminates any mounted target(s). - The 4'x4 active area blackbody must possess the ability and hardware necessary to be directly mounted to the twelve position target wheel. This assembly is required to mount bottom-flush to an optical breadboard. - The two blackbodies shall be controllable through the integrated laptop computer and thermal imaging analysis software package identified in the proceeding sections. - The critical performance specifications for both blackbody models are identified in Table 1. 3. Integrated Target Wheel and Targets A 12-position target wheel accommodating interchangeable 3 diameter targets shall be motorized and software-controllable through the laptop computer and software package described above. - The target wheel will contain precision temperature probe(s) for monitoring target temperature through the laptop computer and thermal test software package described above. - The target wheel shall be designed for a minimum of .001 position repeatability. - The target wheel mechanical and electrical components shall add minimal thermal energy to the target itself. - The target wheel design shall achieve maximum thermal stability and uniformity. - The target wheel shall mount along with the 4 by 4 blackbody to an optical table or breadboard. 4.
