The U.S. Department of Agriculture Forest Service intends to award a sole-source Indefinite-Delivery, Indefinite-Quantity contract modification to Fortress Fire Retardant Systems under existing contract 1202SC21T4001. This action, valued at approximately 24 million dollars, provides for the supply of fully qualified aerial Long-Term Fire Retardant products and ancillary support services, including delivery, mixing, and aircraft loading at various Airtanker Base locations across the contiguous United States. The primary objective is to conduct an Integrated Operational Field Evaluation to assess the safety and performance of the products and mitigate risks associated with the co-mingling of different retardants. The procurement is authorized under FAR 6.302-1 and 41 U.S.C. 3304(a)(1) because Fortress is the only responsible source capable of providing products that meet USDA FS Specification 5100-304d and are listed on the Qualified Products List. The contract features a 90-day period of performance with an option to extend for an additional 90 days. While this is a total small business set-aside, the agency is utilizing this sole-source evaluation to validate operational integration and conduct market research to enable a transition to full and open competition beginning in calendar year 2024.
