This is a Notice of Intent to Award a Sole Source Firm Fixed Price contract in accordance with the procedures outlined in Federal Acquisition Regulation Part 12 (Acquisition of Commercial Products and Commercial Services) under the Simplified Acquisition Threshold.


 Description of Requirement


The United States Marine Corps has a requirement for a proprietary hardware, firmware, and connectivity upgrade package for twelve (12) existing, unit-owned MX908 Handheld High-Pressure Mass Spectrometer devices. In strict compliance with Marine Corps chemical, biological, radiological, nuclear, and explosive (CBRNE) defense requirements, these ruggedized tactical devices are utilized to rapidly detect, identify, and monitor trace-level gaseous, liquid, and solid threats in the field.


To maintain operational readiness and meet evolving security standards, these devices must undergo a factory-level upgrade to integrate secure wireless capability and enhanced structural durability. The upgrade package includes the installation of new machined housings, Bluetooth capability for remote data transfer, proprietary software/firmware optimization, OEM certified calibration and testing, and secure round-trip shipping.

Justification for Sole Source:


908 Devices, Inc. is the manufacturer and sole source technology provider of the MX908 Handheld High-Pressure Mass Spectrometer, which utilizes proprietary technology. As the Original Equipment Manufacturer, 908 Devices is the only authorized point of service for these systems, including certified warranty, repairs, software updates, and hardware upgrades. The required Bluetooth upgrade involves proprietary components, including a machined housing and specific hardware, that are not available from any other vendor. Using an unauthorized third party for service would void the certified warranty and could compromise the devices' performance and durability. Therefore, 908 Devices, Inc. is the only source capable of performing the required upgrades and support.
