The US Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with DSTL- the Defence Science and Technology Laboratory, (Part of UK Ministry of Defence), Porton Down , Salisbury, Wiltshire UK, SP4 0JQ to develop improved clinical strategies (treatment guidelines) for optimal debridement of cutaneous sulfur mustard injuries, to clear necrotic tissue from the lesions in order to speed up the healing process. The contempl ated award amount is less than the Simplified Acquisition Threshold. The Government intends to solicit and negotiate solely with DSTL. The North American Industry Classification System (NAICS) is 541710 and the size standard is 500 employees.
