The U.S. Army Medical Research Acquisition Activity plans to negotiate a sole source contract with the American Institutes for Research (AIR) for the development of a computer-assisted decision support system aimed at managing patients with diabetes mellitus. AIR is uniquely qualified for this project due to its extensive experience in diabetes, medical informatics, and clinical decision support. This procurement is being conducted under the authority of FAR 6.203-1 as a sole source acquisition, meaning it is not open for competitive bidding. However, the Army will consider responses from other qualified entities if received by the close of business on July 22, 2004. Interested parties must demonstrate their capability to provide the required services and are encouraged to contact the designated Contract Specialist before the deadline to discuss their qualifications.
