1. Description of Requirement
The Air Force Test Center (AFTC) Contracting Directorate (PZIOA) at Edwards Air Force Base (AFB) intends to award a firm-fixed-price, sole-source contract to Charter Communications Operating LLC (DBA Spectrum Internet) (CAGE: 4WWK4).
The requirement is for the procurement of a secure, modern, reliable, and scalable base-wide Internet Protocol Television (IPTV) and digital signal distribution service. The anticipated period of performance is a one-year base period followed by four one-year option periods.
2. Statutory Authority
This acquisition is being pursued on a sole-source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".
3. Justification for Sole Source
Market research, including a Request for Information (RFI) posted on SAM.gov under Notice A060703 from 05 May 2026 to 19 May 2026, determined that Charter Communications (DBA Spectrum) is the only vendor capable of meeting the Government's requirement without causing unacceptable delays or substantial duplication of costs.
Spectrum is currently the only commercial Internet Service Provider (CISP) with an active, approved Authority to Operate (ATO) and an established physical Service Delivery Point (SDP) presence on Edwards AFB. Duplicating or replacing the existing SDP infrastructure would result in a substantial, unacceptable duplication of cost to the Government. Furthermore, while other large business providers may be technically capable of providing the service, obtaining a new CISP ATO approval process takes approximately 4–6 months, which does not meet the necessary mission timelines.
4. Notice to Interested Parties
This notice of intent is not a request for competitive proposals or quotes. A formal solicitation will not be issued. However, all responsible sources may submit a capability statement which shall be considered by the agency.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Capabilities packages must clearly demonstrate the vendor's existing physical infrastructure capacity on Edwards AFB and proof of an active/approved Authority to Operate (ATO) capable of meeting the immediate requirement.
Responses must be submitted via email to the primary point of contact listed below no later than 22 September 2026 0700 AM Pacific Time.
