Solicitation # W519TC26ACSO
The Army Contracting Command - Rock Island is seeking qualified vendors for the Automated Fluidized Bed Mixer Facility Modernization at Pine Bluff Arsenal. This Commercial Solution Opportunity (CSO) aims to procure an automated, high-precision mixing, granulation, and drying system to modernize colored smoke energetics production. The required equipment must be capable of 800 to 1200 lb mix batches and must operate effectively in high-humidity environments (72% to 95%) to prevent clumping of hygroscopic materials. Technical requirements include a minimum 30% throughput improvement over legacy systems, 95% operational availability, 95% repeatability, and raw material weighing accuracy within 1.5%. Due to the nature of the materials, equipment must be rated for Class II Div 1 F and G hazardous environments and include high-speed fire detection, suppression systems, and fail-safe shutdown protocols. The acquisition process follows a three-phase selection method consisting of a Solution Brief, a Pitch, and a Full Quote request, with final awards executed as Firm-Fixed-Price contracts under FAR Part 12 commercial item procedures. Evaluation criteria focus on technical merit, innovation, financial feasibility via Rough Order of Magnitude pricing, and the impact on operational readiness and safety. Interested vendors must provide a solution brief, commercial specification sheets, and administrative data including CAGE codes to the primary point of contact, Ashley Testrake.

Solicitation # N0018926QL423
The NAVSUP Fleet Logistics Center Norfolk is soliciting a firm fixed-price contract for disintegrator repair and maintenance services to support the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) in Norfolk, Virginia. This requirement is a 100% total small business set-aside under NAICS code 333248. The scope of work involves providing qualified technicians to perform preventative and corrective maintenance on specific equipment, including Whittaker Brothers Model Datastroyer 310 and SEM Model 200 disintegrators, to ensure a throughput of 1,800 lbs/hour for the disposal of classified materials. The period of performance begins with a base year from September 30, 2026, to September 29, 2027, followed by four option years and a final short-term option extending through March 29, 2032. The contract utilizes a hybrid pricing structure where labor is firm fixed-price, while travel and materials are handled as cost-no-fee, not-to-exceed CLINs. Award will be based on best value, with non-price technical factors deemed significantly more important than price. Technical evaluations will focus on feasibility, comprehensiveness, and the vendor's capability to meet the performance work statement without simply paraphrasing requirements. All quotes must be submitted in two separate volumes by September 18, 2026, and vendors must be registered in the System for Award Management (SAM) to be eligible for award. Maintenance must adhere to strict Navy safety standards, National Electrical Code (NFPA 70), and specific manufacturer manuals to maintain heightened operational security requirements.
