Full Description

The Mission and Installation Contracting Command, Carlisle Barracks, intends to award a sole source purchase order for the US Army War College Library to SerialsSolutions, a ProQuest Company, 789 E. Eisenhower PKWY, Ann Arbor, MI 48108-3218, Cage Code 3E922, for Summon - Service. The contract type will be Firm Fixed Price (FFP). The period of performance for this requirement will be a base and three option years. This procurement will be processed as Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1). The Sole Source Determination is based on the fact Summon Discovery System is comprised of 360 Link (the link resolver that supports linking from the Library to the requested information resource) and 360 Core (the A-Z list of Library journals that includes all subscribed journals from all publishers). These products allow the Library to customize search results and linking to facilitate research and ensure persistent availability of resources. Summon provides an integrated result set that can be manipulated according to user requirements or preferences. Additionally, Summon includes an administrative module which allows for overlap analysis, usage statistics, and customization of the user interface. Summon is proprietary and therefore not available via any other vendor. It also provides for the building of an incredible series of LibGuides with Summon-produced RSS feeds providing taxonomy-based content for students, faculty, SMEs, etc. This is neither a request for quote nor an announcement of a forthcoming solicitation. The NAICS code is 519130 and the FSC code is D317. All respondents shall be registered in the The System for Award Management (SAM), have a valid DUNS number, Cage Code, and Tax Identification Number. Interested parties may identify their interest and capability to respond to the requirement prior to 26 September 2016. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
