The US Army CECOM Acquisition Center, Southwest Operations Office, plans to award a sole source, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Research Analysis and Maintenance, Inc. (RAM), citing the authority under 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 for only one responsible source. This contract supports the Army Campaign Plan by providing the Digital Training Management System (DTMS), which assists selected units in managing training in preparation for OEF/OIF deployments. Due to RAM’s exclusive knowledge of the ISN software code and proprietary access to nFocus data, it is uniquely positioned to fulfill these requirements. The scope of work includes customization and enhancements of the DTMS, training for unit trainers at Fort Bragg, Fort Polk, and US Army Korea, ongoing system maintenance and administration, help desk support, documentation updates, delivery of presentations, and deployment of the system to multiple locations. Additionally, the contract will cover the provision of enterprise licenses for up to 25,000 soldiers. The contract falls under NAICS code 541511 and is administered by the Department of Defense’s W6QK Account APG Contracting & Software Sector. The contractor will ensure system readiness via system support and user training, reinforcing the Army’s readiness objectives. The contract specialist can be contacted for more details at the Fort Huachuca office in Arizona. This arrangement is critical due to the proprietary nature of the software and the necessity for specialized support that only RAM can provide, ensuring the DTMS continues to meet operational training needs effectively.
