The Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to award a sole source, cost-plus-fixed-fee contract valued at approximately $9 million to Lockheed Martin Information Systems and Global Solutions (LM IS&GS). This contract aims to further develop LM IS&GS's existing Web Information Spread Data Operations Module (WISDOM) technology by enhancing capabilities in social media collection, analysis, and predictive modeling. The work will involve collaboration with operational units such as the Joint Special Operations Task Force Philippines to analyze violent extremism and ultimately transition this technology to the Integrated Strategic Planning and Analysis Network program for use by intelligence analysts. This contract will be awarded without full and open competition based on the unique qualifications of LM IS&GS, which is currently the only source capable of delivering the required sociocultural analytics technology. The government has asserted that no other vendor can meet the agency's needs in this emerging field, emphasizing the robustness and scalability of the WISDOM infrastructure. Although this notice is not a solicitation, interested parties may express their interest or provide information to inform a potential competitive procurement decision, which remains entirely at the government’s discretion. Questions related to the contract may be directed to the designated contracts specialist before the February 22, 2012, response deadline.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
