The United States Property and Fiscal Office plans to award a sole source purchase order to WRT Equipment LTD, based in Saskatoon, Canada, for the setup, maintenance, and training services related to an existing WRT-supplied asphalt mixing plant. This equipment is being relocated from Waverly, Tennessee to Milan, Tennessee. The award is justified under FAR 6.302-1, as WRT is the original manufacturer and uniquely qualified to perform these services, with no other vendors identified during market research who can meet the agency’s requirements. The anticipated contract cost is deemed fair and reasonable based on WRT’s price list, and no other companies expressed interest or were found eligible to perform the work. Efforts to solicit competition proved unsuccessful since no U.S. companies were identified to service WRT equipment, and no further actions to increase competition will be taken due to WRT’s exclusive qualifications. The notice invites interested parties to express interest by a specified deadline, but clearly states this is not a request for proposals. The contract will be awarded by the Department of Defense’s Tennessee office responsible for these procurements, and all details and justifications supporting this sole source award have been reviewed and confirmed accurate to ensure compliance with federal acquisition regulations.
