The NAVSUP Fleet Logistics Center in San Diego, California, plans to enter into sole-source negotiations with Sea-Bird Electronics, Inc. for power supplies specifically designed for submarine seawater sensors. This action is justified under the authority of FAR 6.302-1, which permits non-competitive contracting when only one source is capable of providing the required items. The contract involves specific part numbers, including 33.12S PDIM.12, 171743, and 171792, with delivery designated for the Arctic Submarine Lab in San Diego. Although this notice is not a formal request for competitive proposals, interested parties may submit information demonstrating their technical capabilities, pricing, and ability to meet the requirements by the stated deadline. Submissions must be sent to the designated contract negotiator by March 30, 2023, at 10:00 AM PST for consideration. While the government intends to proceed with a sole-source award, it will review any responses to determine if competition might be advantageous. The decision to forego competitive bidding rests solely with the government, based on the evidence presented. This procurement falls under the NAICS code 333613 and is managed by the Fleet Logistics Center San Diego Regional Contracts Department.
