AI Contract Overview

The contract involves a sole source procurement to URS Corporation for expert technical review services related to the East Canyon Dam, a thin-arch dam requiring specialized analysis of its dynamic performance and foundation interaction. Due to the complex and state-of-the-art nature of Reclamation's analysis, only a few experts worldwide have the capability to effectively assess the voluminous data and failure probabilities associated with the dam's structural behavior. This review is critical for compliance with the Reclamation Safety of Dams Act and the Reclamation Public Protection Guidelines, which mandate expedited risk reduction actions within 90 days when justified by risk analysis findings. A risk analysis conducted on July 30, 2009, identified risks that require urgent mitigation, but implementation cannot proceed until the Contract Review Board (CRB) completes its review of the recommendations. The urgency of convening the CRB before winter is highlighted due to the potential need for drilling operations, which are costly and challenging in colder months. This contract facilitates timely risk reduction by procuring CRB services promptly, ensuring compliance with federal dam safety statutes and guidelines. The contract was posted as a notice of intent to award sole source on September 23, 2009, by the Department of the Interior’s Denver Federal Center.

As astate-of-the-art analysis, very few experts in the world are capable ofefficient and technically adequate review of the volumous and complexdynamic predictions and failure probabilities of the interaction of thethin-arch dam with the foundation and reservoir. The Reclamation Safety of Dams Act and the Reclamation Public ProtectionGuidelines are used to determine if there is justification for takingexpedited action to reduce risk. The Guidelines further state that everyeffort should be made to complete the risk reduction actions within 90 daysof determining the need for expedited action. The July 30, 2009 risk analysis identified risks justifying expeditedaction and the recommendations to reduce the risk are ready for review bythe CRB. The preferredalternative that will be presented to the CRB. In the case that drilling isidentified as a potential action, drilling operations become very difficultand expensive during the winter months. Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
