The Government plans to issue a Request for Project Proposals (RPP) to the Robotics Technology Consortium for multiple project awards focused on Ground Robotics research and development. This announcement serves as an advance notification rather than a solicitation or contract award. The initial intent was established in December 2007 with the formation of the Robotics Technology Consortium following a Ground Robotics Industry Day in January 2008. The proposals sought will address a range of advanced research areas including maritime interdiction support, long-range obstacle detection, adaptive navigation for small unmanned ground vehicles (UGVs), 3D scene visualization, counter tunnel operations, remote checkpoint technology, high-speed tele-operation, combat identification for autonomous systems, low-cost LADAR, biometrics, advanced actuation, manipulator dexterity for EOD robots, collision prediction models, real-time object tracking, and non-radio frequency communications for small UGVs. The RPP (solicitation number W15QKN-09-Z-0211) will be formally issued to the Consortium's administrative agent, the National Center for Manufacturing Sciences, which will distribute it to consortium members for proposal submissions. This effort falls under a Department of Defense initiative, with the office handling the contract located at Picatinny Arsenal, New Jersey. The primary objective is to advance ground robotics capabilities through collaborative research projects supported by multiple awards to qualified consortium members. Interested parties can obtain more information or learn about consortium membership via the Robotics Technology Consortium website.

The Government intends to announce a Request for Project Proposals for execution of multiple project awards in support of Ground Robotics related research areas. The purpose of this announcement is to provide members of the Robotics Technology Consortium, and industry in general, advanced notification of Government intent. In December 2007, the Government announced its intent to enter into an Other Transaction Agreement with one (1) consortium in support of Ground Robotics related Research and Development projects. As a result of the Ground Robotics Industry Day in January 2008, one (1) consortium formed, the Robotics Technology Consortium. It is the intent of the Government to make multiple project awards to the members of the Robotics Technology Consortium as a result of member project proposals submitted via the Request for Project Proposals. The anticipated Research Areas for which project proposals will be sought is as follows: (1) Maritime Interdiction Operations Support, (2) Long Range Obstacle Detection, (3) Adaptive Navigation System for Small UGVs, (4) 3D Scene and Model Visualization, (5) Counter Tunnel Exploitation, (6) Counter Tunnel Mapping and Characterization, (7) Remote Checkpoint, (8) High Speed Tele-operation Command and Control, (9) Combat ID for Unmanned Robotic Systems, (10) Very Low Cost LADAR, (11) CARGO Unmanned Ground Vehicle, (12) Speech Signature Based Biometric Security, (13) Advanced Hydraulic Actuation, (14) Conformal End Effector, (15) Highly Dexterous Manipulator for EOD Robots, (16) Collusion Prediction Utilizing Transversability Models, (17) Real-Time Detection and Tracking of Objects from a Moving Vehicle, (18) Non-RF Comms for Small UGVs. The Request for Project Proposals (W15QKN-08-9-0001-RPP4) will be issued to the Robotics Technology Consortiums Administrative Agent, the National Center for Manufacturing Sciences, who will then issue the request to the members of the Consortium. Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
