Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.

The contract involves the procurement of the Instrumented - Tactical Engagement Simulation System (I-TESS) to support direct force-on-force tactical engagement training for the Marine Corps. The system will include essential components such as Small Arms Transmitters (SAT) compatible with M4, M16, and M249 rifles, Man-worn Detection Systems (MDS), Command and Control units in both mobile and portable versions, Military Operations in Urban Terrain (MOUT) building instrumentation, and simulated battlefield weapons. The equipment is designed to facilitate real-time situational awareness, exercise control, and adjudication of engagements, including indirect fire, during training exercises at various Marine Corps bases, notably within MOUT facilities and non-live fire maneuver ranges. This effort aims to enhance pre-deployment and individual or company-level training by capturing detailed training interactions and providing immediate access to data for After Action Reviews. The contract is expected to be awarded as a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) with an initial ordering period of twelve months starting around September 15, 2008. A site visit at Marine Corps Base Quantico is planned to provide interested contractors with the opportunity to observe training locations and system requirements, with a demonstration of capabilities to follow post-proposal submissions. The full Request for Proposal (RFP) will be made available electronically on July 1, 2008. Notably, this announcement is a presolicitation notice and does not constitute a solicitation or commitment to contract by the government.

The Marine Corps College of Continuing Education (CCE) has a requirement for a Distributed Learning (DL) content developer who can evaluate, analyze, design, develop, revise, convert, implement, manage and deliver effective electronic courseware and related products on an individual Delivery Order (DO) basis. The Contractor shall utilize Shareable Content Object (SCO) or other software development activities as appropriate for the development of Web-delivered, asynchronous, self-paced distance learning, including but not limited to Interactive Multimedia Instruction (IMI) courseware and electronic performance support tools. The Contractor shall develop multiple variants of learning modules, courses and performance support tools that integrate into the existing USMC enterprise network and MarineNet Learning Management System (LMS) environments. Because the content of a CCE course may change, the CCE must be able to make content changes without the assistance of the C! ontractor. The CCE may also direct the Contractor to make content changes. The Contractor shall also perform assessments, including but not limited to, Front End Analysis (FEA) and make curriculum and technology recommendations. Finally, the Contractor shall support project meetings and performance reviews. The CCE, together with Sponsors of Marine Corps training and education programs, develop innovative solutions that increase readiness by providing appropriate learning opportunities to the individual Marine and small units, anytime, anywhere. To this end, the CCE is responsible for performing an FEA to identify existing and applicable electronic instruction; ascertain the viability of asynchronous, self-paced, Web-delivered IMI as a whole or partial solution to a critical need within the Marine Corps training and education continuum; and determine the potential of new electronic instruction for subsequent re-use. CCE uses FEA results to guide the design, development, implementation and lifecycle maintenance of IMI, Web-based assessment and evaluations, and other supporting Web-based training and performance support technologies. The CCE also manages the Marine Corps Distance Learning Network (MarineNet), which hosts, delivers and tracks all USMC Web-based courses. A Pre-Proposal Conference for this Courseware Development (CoDe) program is scheduled at Quantico, VA on 14 December 2007 from 0900 ? 1200 in the General Alfred M. Gray Research Center, Building # 2040, at the Quantico Marine Corps Base in Quantico, VA. A map with location is available at http://www.quantico.usmc.mil/activities/display.aspx?PID=1682&Section=BASEINFO. (G4 on grid) All interested vendors and DoD contractors must RSVP for this event and provide your name and company/organization, name of participants, and e-mail address to Sandi Brubaker (contact@example.gov) and John E. Lynch (contact@example.gov) by 11 December 2007. Each company is restricted to three (3) attendees at the pre-proposal conference. The RFP (M67854-08-R-8008) and any subsequent amendments/information will be provided via electronic means at NECO. It is anticipated that a draft RFP will be posted by 11 December 2007. This is not a request for proposals or a guarantee of forthcoming solicitation. It should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. All potential offerors desiring to be placed on the contact list for this procurement and/or attending Pre-Solicitation Conference are requested to submit a written response within 30 days after publication of this notice. NO PHONE CALLS WILL BE ACCEPTED.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
