The United States Army Contracting Agency at Yuma Proving Ground intends to award a sole-source requirements contract to Redlake MASD, Inc., located in San Diego, California, under the authority that recognizes only one responsible source capable of fulfilling the agency's needs. This contract will use simplified acquisition procedures for commercial items and involves the upgrade of 40 proprietary high-speed, high-resolution color camera systems, specifically the Redlake MASD HG1005 and HGXR models. These systems are unique to Redlake MASD, making competition impractical. The government has issued a notice of intent rather than a solicitation for competitive proposals, seeking to verify if any other sources can meet the requirements before proceeding with the sole-source award. Interested parties with the capability to provide the required services have ten days from the notice publication to express their interest or submit proposals. Responses will help the government assess whether a competitive procurement is necessary, though the final decision to forego competition rests solely with the government. All related inquiries must reference the solicitation number W9124R-07-R-0020 and be directed to the contracting office by the specified deadline. Detailed requirement specifications are available on the U.S. Army Contracting Agency’s Yuma website.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
