The Tennessee Army National Guard plans to award a sole source purchase order to Learfield Communications, Incorporated, located in Jefferson City, Missouri, for an advertising package focused on marketing efforts at the University of Memphis during the 2007 football season. This procurement is conducted under specific Federal Acquisition Regulations that allow for other than full and open competition, as Learfield is the only responsible source capable of delivering the required marketing services in the West Tennessee area. The contract aims to increase enlistment by providing game day displays and advertising to educate football spectators about opportunities within the Tennessee Army National Guard. The total estimated cost for this contract is not to exceed $40,000. Extensive market research shows no other vendors or collegiate sports organizations in West Tennessee can meet the requirements of delivering an advertising package capable of reaching the desired demographic for recruitment. The University of Memphis, being the largest collegiate football program in the region, provides a unique advertising platform that the Guard seeks to utilize. Efforts to solicit competition were made but found no viable alternatives, and this justification for sole source procurement is considered accurate and complete. All inquiries must be submitted in writing, with responses due by August 10, 2007, while the government retains discretion over the decision to compete the requirement.
