Notice of Intent to Contract A&AS Services

This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA. The Government intends to award sole source contract modifications to provide continuing support under the Engineering and Technology Acquisition Support Services (ETASS) II program. The Strategic Services Division (AFLCMC/AZS) proposes to award, by means of other than full and open competition, sole source contract modifications to Abacus Technology Corporation to provide Advisory and Assistance Services (A&AS) support during the current period of performance, through 01 September 2018 to 17 November 2018 for C3I & Networks Directorate. If the Government were to compete this effort and award to another contractor, an award to any other source would result in "unacceptable delays in fulfilling the agency's requirements" (FAR 6.302-1(a)(2)(iii)(B)). Changing contractors before the transition to the new EPASS contract, would add significant risk to the Government's ability to provide engineering and technology support for the C3I&N Directorate. Abacus Technology Corporation was competitively awarded Contract FA8721-15-D-0009 Task Order 0002 on 22 April 2015. The authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented as follows: 10 USC 2304 (c)(1) and 10 USC 2304 (d)(1)(B)(ii) as implemented by FAR 6.302-1 (a)(2)(iii)(B) For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency requirements. The Government requests that initial feedback, comments and questions be received no later than fifteen (15) calendar days from the posting date of this notice to fbo.gov.
