The Naval Information Warfare Center Pacific (NIWC Pacific) plans to award a sole source cost-plus-fixed-fee contract modification to KOAM Engineering Systems, Inc. (KES) to increase the ceiling of contract N66001-18-D-0075 by up to $7,400,000. This contract supports end-to-end system design, engineering, integration, production, deployment, and lifecycle support for Department of Defense (DoD) and Navy Qualified systems to government customers. The modification will not extend the contract's current expiration date of April 15, 2022, but rather provide additional funding to address immediate, urgent fleet requirements until a competitive follow-on contract is awarded. The acquisition falls under NAICS Code 541330 and will be sole-sourced under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as only KES can meet the agency’s needs. This action represents a non-competitive procurement, and while the notice of intent is posted publicly, it does not request competing proposals nor limits the government's future contracting approach. The justification and approval for this sole-source action will be posted according to FAR requirements. The primary point of contact for questions regarding this modification is Contract Specialist Marianito J. Rosal, who can be reached via email or phone. The focus of this contract modification is to ensure uninterrupted support to the fleet by funding immediate requirements ahead of the forthcoming competitive source selection.
