Full Description

This is a notice of intent to increase the ceiling of Contract N66001-15-C-4066 to University of California, Berkeley, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 28 September 2015 for a 54-month period of performance. The effort under the contract supports the DARPA I2O "Brandeis" program and proposes to develop a framework that enables parallelizable and secure big data analytics and high-performance privacy preserving computation on compromised platforms. The focus of University of California, Berkeley's efforts to date has been helping to improve the accuracy and efficiency of privacy preserving computations. The effort has been focused on devising privacy preserving computations within the existing big data framework, enabling parallelizable and secure big data analytics using a combination of Software Guard Extensions (SGX) and non-SGX nodes. The added effort aid in the development and transition by demonstrating the efficiency and scalability of University of California, Berkeleys privacy preserving computation technologies on realistic datasets and in realistic application environments. It will allow for the research and engineering of more effective methods of computation on privacy-sensitive information. The NAICS code for this procurement is 541715 (renumbered from 54712)- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program and/or the need for additional research under this program. This action includes a ceiling increase of approximately $364,878. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contracting Officer, Mrs. Lynn Biedermann, Code 22530, SPAWAR Systems Center Pacific who may be reached by telephone at +1 (555) 000-0000 or via email to contact@example.gov. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
