Notice of Intent to Increase the Ceiling of Contract N66001-18-C-4001

This is a Notice of Intent to Increase the Ceiling of Contract N66001-18-C-4001 to Ball Aerospace, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Tactical Technology Office (DARPA TTO) on 30 October 2017 for a performance period of 19 months. The effort under the contract is in support of the DARPA TTO Program, Winds Aloft and involves innovative research in the area of low size, weight, and power (SWaP) in situ stratospheric wind measurement technology. Under this additional effort, the contractor shall include an environmental enclosure necessary for system operation in the harsh environment of the stratosphere as well as a gimbal necessary to measure wind velocities in multiple directions from the sensor. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). This additional effort is needed to obtain efficiencies for the program due to reduced overall program funding levels. The reduced overall funding levels have eliminated TTOs ability to separately provide an enclosure for any and/all electronics including mission payloads as was originally intended. It is being combined with a reduction in scope on this same contract (elimination of a test event) to achieve additional savings. This action includes a ceiling increase of approximately $291,000 with no change in length of contract performance.
