The U.S. Department of Energy (EIA), Energy Information Administration (EIA), intends to issue a sole source award to Oil Price Information Service, LLC (OPIS) for data subscription services and reports. OPIS is the sole commercial provider capable of delivering, at the specificity and coverage required by the EIA, the following data products: (1) PADD 5 Historical Study; (2) Weekly Ongoing Report for All PADDs; and (3) Average Regular Unleaded Price Monthly. OPIS maintains the largest proprietary database of retail and wholesale fuel pricing in the United States. No other commercial provider offers comparable station-level pricing data segmented by PADD region, RFG mandate status, and branded/unbranded classification at the granularity required by the EIA. OPIS is the only source that can satisfy this requirement. The anticipated period of performance is for one base year and five, one-year option periods. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company's ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received by the notice due date and time, then a sole source acquisition award will be made.
