The contract focuses on providing rapid research and development support to the U.S. Air Force in materials and processing technologies over a five-year period, with an estimated value of $15.1 million. Its primary aim is to deliver quick reaction assistance to various Air Force entities, including System Program Offices, Air Logistics Centers, and the Air Force Research Laboratory. Support activities include component failure analyses, mechanical and material property evaluations, assessments of electrical and electronic materials, and investigations into corrosion and erosion behaviors relevant to a wide range of weapon systems and defense applications. The program also seeks to facilitate the integration of emerging materials and processing technologies into aerospace weapon systems and addresses materials-related challenges throughout the entire weapon system lifecycle, from concept through operations and support. This multi-disciplinary initiative covers several areas such as structural and electronic materials, corrosion control, protective coatings, and logistics support for current and emerging materials and processes. Initially, the program will involve three task orders aimed at mechanical property testing and methodology development, root cause failure analyses of structural components, and failure analysis of electrical assemblies with a focus on preventing electrostatic discharge. The contract will be awarded through a performance-based acquisition following a full and open competitive solicitation, announced via a Broad Agency Announcement expected around mid-November 2008. The Department of Defense office managing this opportunity is located at Wright Patterson Air Force Base, Ohio, and interested parties are directed to the federal business opportunities website for further details and submission information.

Quick Reaction Evaluation of Materials and Processes. Provide quick reaction research and development support to the Air Force in the areas of materials and processing technologies. The estimated dollar value of the overarching basic contract is $15,100,000.00, and is based on a 5 year program. The primary objective of this program is to provide quick reaction support to the USAF, including but not limited to System Program Offices, Air Logistics Centers, and other Air Force Research Laboratory. Quick reaction support will include component failure analyses; material and mechanical property evaluations, electrical & electronic materials evaluation, and characterizations of corrosion/erosion behavior related to a wide variety of weapon systems and defense-related applications. This program will also facilitate the transition of emerging materials and processing technologies to aerospace weapon systems. The program will investigate materials and processing related issues associated with all phases of a weapon system's life cycle from concept refinement through operations & support. This program is multi-disciplinary, and covers the technology areas associated with structural materials, electronic materials, corrosion control, protective coatings, materials testing and evaluation, and logistics support for existing and emerging materials and processes. The program will initially consist of three (3) task orders that will include the following objectives: 1.) Perform mechanical property evaluations, develop improved testing methodologies on a wide variety of alloys and matrix materials, and develop mechanical properties for a better understanding of materials behavior or effects of a manufacturing process; 2.) Perform root cause failure analyses and materials & processing evaluations of structural components; and 3.) Accomplish root cause failure analysis on electrical (electronic) assemblies which will also include developing materials and processes preventing electrostatic discharge. The proposed contract action is for a performance-based acquisition for which the Government intends to solicit and negotiate on a full and open, competitive basis. It is anticipated that a Broad Agency Announcement (BAA) solicitation providing more details into this program will be released on or about 19 November 2008, and will be available at www.fedbizopps.gov. Other business opportunities for the Air Force Research Laboratory are also available at www.fedbizopps.gov. Direct questions to the Contracting point of contact identified in the announcement.

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
