The Texas Juvenile Justice Department is pursuing a proprietary, sole-source procurement for a leadership training program provided exclusively by the Center for Leadership Studies (CLS). This program, centered on Situational Leadership®, is critical for supporting TJJD’s leadership development initiatives and aligns with the Texas Model framework. The contract encompasses a Train-the-Trainer (T4T) session in Dallas, TX, and the delivery of participant kits over FY26 and FY27, with the vendor responsible for providing services at their own site and ensuring timely delivery of materials. The justification emphasizes CLS’s proprietary rights, including trademarks and copyrights, which restrict the training to their authorized offerings, and confirms that no comparable alternatives meet TJJD’s specific needs. The agreement is governed under Texas Government Code provisions allowing proprietary purchases, with the initial contract year in FY26 and an option to renew for FY27. The contract details are structured around a sole-source basis, with no competitive evaluation factors or award methodology specified, as the procurement is justified solely by CLS’s exclusive rights and program uniqueness. The scope includes delivering a leadership curriculum that emphasizes situational leadership principles, 360-degree evaluations, and staff management techniques, with TJJD staff attending the training at the vendor’s site. Deliverables include the training event and participant kits, both priced per participant, although explicit unit prices and total costs are not provided. The performance period spans FY26 with an option for FY27, and the primary administrative contacts are Evelyn Green at TJJD, with no detailed instructions for proposal submission, packaging, or payment procedures included in the available documentation. Overall, the contract emphasizes the proprietary nature of the training, the exclusivity of CLS as the provider, and compliance with Texas procurement statutes, with all activities and deliverables aligned to support TJJD’s leadership capacity-building goals.
