The U.S. Army Corps of Engineers, Mobile District, on behalf of the Commander at Anniston Army Depot, is initiating a privatization process for the Depot’s Natural Gas Distribution utility system. This effort seeks proposals from interested parties to assume ownership of the existing distribution infrastructure, but it does not include a contract for the supply of natural gas itself. The system features extensive underground pipelines totaling over 2.5 million linear feet, composed of steel, plastic, and high-density polyethylene (HDPE) pipes of varying diameters, along with 22 meters for gas measurement. The main connection to the Depot is linked to the Alabama Gas Corporation’s steel pipeline, which is safeguarded by an adequate cathodic protection system ensuring system integrity. Additionally, the medium pressure plastic gas pipes serve various buildings through anodesless steel risers, which transition underground plastic pipes to above ground for connection to regulators, meters, and steel piping inside buildings. Installed around 1990 by the Department of the Army, the distribution system is reported to be in good condition with no significant renovations anticipated in the near term. Interested parties must submit statements of interest in writing by September 3, 2002, either by mail or fax to the U.S. Army Corps of Engineers, Mobile District. For further information concerning the privatization process and timeline, Mr. Harold Duck at the Mobile Engineer District can be contacted. This announcement marks the initial formal step toward transferring ownership of the gas distribution utility at Anniston Army Depot, facilitating privatization efforts by creating opportunities for external entities to manage and operate the existing infrastructure.
