The U.S. Department of Energy’s National Nuclear Security Administration Albuquerque Operations Office is seeking expressions of interest from contractors interested in a ten-year contract to provide firm natural gas transportation services to Sandia National Laboratories located at Kirtland Air Force Base in New Mexico. The current transportation service contract with Public Service Company of New Mexico Gas Service ends on September 30, 2002, and the anticipated annual natural gas transportation volume is approximately 1,300,000 DTH, expected to grow to 1,500,000 DTH within three years due to new facilities. Service is delivered to seven points around the northern and eastern perimeters of the base, with a maximum daily quantity of 8,500 DTH. There is also consideration of a new interconnect from interstate gas lines south of the base, with contractors responsible for any necessary infrastructure, permits, operation, and maintenance. Prospective contractors are requested to submit their expressions of interest by April 19, 2002, detailing their business information, capabilities, expected pricing per DTH, regulatory jurisdiction (FERC or NMPRC), and existing or planned facilities to support the ten-year term starting October 1, 2002. If new infrastructure is required, respondents must include construction plans, timelines, piping sizes, and how the delivery points will be connected. The NNSA may set aside the contract for small businesses depending on responses. Electronic submission via email is preferred.

Full Description

The U.S. Department of Energy National Nuclear Security Administration Albuquerque Operations Office (NNSA/AL) is seeking an Expression Of Interest (EOI) from prospective contractors who may be interested in competing for award of a long-term (ten-year) contract to provide firm natural gas transportation services to Sandia National Laboratories/Kirtland Air Force Base (SNL/KAFB) located on Kirtland Air Force Base, New Mexico. The associated NAICS code is 221210-Natural Gas Distribution Systems. NNSA/AL currently receives firm transportation services via a contract (that expires September 30, 2002) with Public Service Company of New Mexico Gas Service (PNMGS). Services are provided through PNMGS' Rate 70 tariff. SNL/KAFB natural gas supply is separately purchased from Wasatch Energy Corporation under the Defense Logistics Agency, Defense Energy Support Center, administered contract that expires September 30, 2002. SNL/KAFB's approximate annual natural gas transportation volume is currently 1,300,000 DTH, which is projected to increase over the next three years to approximately 1,500,000 DTH as new facilities being installed at SNL/KAFB become operational. Service is received at seven SNL/KAFB delivery points located along the northern and eastern perimeter of KAFB. The maximum daily quantity is 8,500 DTH. A drawing of the delivery points will be provided upon request. A potential for the installation of a interconnect from one of two interstate gas lines located south of SNL/KAFB is recognized as a potentially feasible option for supplying gas transportation service to SNL/KAFB. Prospective contractors' are responsible for all needed easements, right of way, and operation and maintenance of the prospective contractor's infrastructure if new construction is required. Prospective contractors are requested to submit an EOI that (1) identifies the prospective contractor (business name, business size (large, small, 8a, etc.), point of contact and telephone number; (2) describes the prospective contractor's capabilities; (3) identifies a price range of what the government may expect to spend per DTH for transportation services; (4) describes whether the service would be subject to the jurisdiction of the FERC or NMPRC; and (5) describes the prospective contractor's facilities (existing or planned) to be used to provide the service for a ten-year term which is estimated to commence in October 1, 2002. If the prospective contractor does not have infrastructure currently in place, also describe the construction location, lead time, facilities and piping sizes and how they will connect into the seven SNL/KAFB delivery points, and the approximate date (month/year) at which the prospective contractor could commence providing natural gas transportation service. The NNSA/AL may set aside this requirement for small business concerns based on responses received hereto. EOIs shall be submitted to the Contracting Officer identified herein on or before April 19, 2002. Electronic (via Email) submission of a prospective contractor's EOI is the preferred method.

SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.
