The Naval Facilities Engineering Command, Northwest, PWD Kitsap Bangor is preparing to award a Firm Fixed-Price Task Order under an existing AE IDIQ contract to Notkin Engineering, a small business, for conducting an electrical load flow study of the Bangor Power Distribution System. This study is mandated by specific Navy instructions, with the total project cost estimated between $200,000 and $500,000. A critical component of this task involves procuring a commercial brand name software package, SKM Power Tools for Windows (PTW) Combo Pack I, which includes multiple specialized modules necessary for the analysis and modeling of the electrical distribution system. This software, along with a generic laptop computer and required Microsoft Windows operating system licenses, will be acquired, with the software costs anticipated to be under $30,000. The procurement of this brand name software is justified under federal regulations that allow for non-competitive acquisition when only one or a limited number of sources can meet the agency’s needs. The use of SKM Power Tools for Windows is essential due to its compatibility with existing proprietary electrical system databases and models previously developed for the Bangor facility. This notice serves only to gauge market availability and is not a solicitation or request for proposals; no contract will be awarded from responses to this notice. Interested parties may submit detailed capability, pricing, and technical information to assist the government in determining whether any comparable sources exist. All communications must be sent in writing via email to the designated point of contact, and responses are due within 15 days of the notice publication.
