The 5th Contracting Squadron at Minot Air Force Base, North Dakota, intends to award a firm-fixed-price, single-source services contract to Data Security, Inc. for annual preventative maintenance and out-of-cycle repairs on three specialized solid-state media destruction devices: the CR-4KR solid state media cracker, the SSMD-2mm Solid-State Disintegrator, and the Compact Field CheckR. This action, conducted under the Revolutionary Federal Acquisition Overhaul provisions 5.101 and 12.102(a), is based on the vendor’s status as the sole manufacturer and retailer of the equipment, with proprietary access to diagnostic tools and certifications required for proper servicing. The contract will consist of a base year and four option years, with the scope of work driven by equipment usage, an established annual PM schedule, and unscheduled repairs. The requirement is classified under NAICS code 811210 and PSC J059, reflecting its nature as electronic equipment repair and maintenance. The total estimated value of the contract is $47,100, with a service call parts threshold set at not to exceed $100 per call without formal approval. All maintenance must follow technical specifications outlined by the manufacturer, and the contractor is responsible for disposing of all waste materials, coordinating with government point of contact at least five days before arrival, and submitting service orders for repairs exceeding the parts threshold or requiring more than six hours of labor. Base access is strictly controlled; contractors must submit a written request on company letterhead to the Contracting Officer detailing the contract number, work location, dates of performance, and names of personnel needing access, who must also provide a valid REAL ID or U.S. passport with state ID, current vehicle registration, and proof of insurance to obtain identification badges and vehicle passes. The notice of intent was posted on June 9, 2026, with all submissions due by 8:00 AM CDT on June 25, 2026, for the Government’s sole consideration in determining whether competition is warranted.
