Full Description

A. Harold and Associates provides highly specialized services to Blount Island Command (BICmd) via a Logistical Planning Support Service contract. Services provided by A. Harold are logistical planning support services to the Maritime Prepositioning Force (MPF) program, to include analysis and consultation in support of MPF Maintenance Cycle (MMC) production planning, scheduling, and execution; budgetary planning and execution; supply policy research, review, and interpretation; and supply / logistics process analysis and mapping. Specific specialized services include: Consulting in the development of the pending Marine Corps Prepositioning Program contract, providing technical expertise in the way of supply and transportation operations needed to adequately define requirements and standards in the Statement of Work. Scheduling and planning of production operations utilizing Microsoft Project, assessing resource capacity (time, labor, and funding) against known and anticipated workload requirements to ensure optimal efficiency is obtained from third party provider. Providing input to the Government to evaluate GCSS-MC activities, review logistics and supply data reports, and identify supply support needed for MMC and MPF operations. Conducting analysis of existing and emerging policies and procedures contained in Marine Corps Orders, Users Manuals, and other formal military publications to determine applicability to and impact on BICmd Government Owned-Contractor Operated (GOCO) business model. Planning and developing enhanced supply procedures utilizing the Marine Corps' Enterprise Resource Planning (ERP) system, GCSS-MC, in the areas of equipment accountability and sub-custody techniques, T-AKE operations, and Secondary Reparables (SECREP) exchanges. Preparing the Government for Financial Improvement and Audit Readiness (FIAR) compliance inspections. Assisting and supporting with budgetary planning and analysis, to include budget generation, allocation, execution, shortfall tracking, and close out procedures. Services will only be required for four months at roughly the same rate which is at the going market rate for the current Contractors equivalent professional title. The required delivery date for this contract is 02 Aug 18 through 31 Dec 18.
