The Bureau of Land Management Nevada State Office plans to award a sole source purchase order to Howard S. Goldbaum to provide equipment and convert existing 2D high definition 360-degree photographic data for the American Flat Mill virtual tour into a format suitable for pseudo 3D viewing through a head mounted display (HMD), such as the Oculus Rift. This contract aligns with the Federal Acquisition Regulation Part 13 for simplified acquisition procedures and builds on prior work, as the contractor has already created the photographic nodes and conducted experiments using the Oculus Rift for this application. The goal is to enhance the virtual tour experience by immersing viewers into the virtual space rather than limiting them to traditional computer monitor views, with compatibility extending to mobile devices connected to the internet. Market research has confirmed that while the necessary HMD equipment is commercially available, the specific expertise to convert the existing data into the required format is unique to this contractor. This notice is not an invitation for quotes but a call for any interested parties to express their capability by contacting the designated official before the stated deadline. The government retains sole discretion in deciding whether to pursue a competitive procurement based on the information received. This initiative aims to leverage advanced virtual reality technologies to improve public interaction with the American Flat Mill through immersive digital experiences.

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Bureau of Land Management Nevada State Office intends to award a sole source purchase order to Howard S. Goldbaum to provide equipment and convert BLMs existing two-dimensional high definition 360-degree photographic node data already complied for the American Flat Mill (AFM) online virtual tour into an appropriate format to facilitate pseudo three-dimensional viewing using a head mounted display (HMD). Based on market research conducted the BLM has determined that the equipment required to display the pseudo three dimensional view of the American Flat Mill in a head mounted display is available in the commercial marketplace, however this requirement expands on this need to include the expertise required to take the existing nodes (created by the contractor) and convert them to the required format to make the Oculus Rift or similar head mounted display (HMD). The contractor has been conducting experiments using the Oculus Rift Virtual Reality (VR) headset or HMD for the AFM virtual tour. The HMD virtual tour would put the viewer right into the virtual space instead of just viewing it sitting in front of a computer monitor. The HMD technology would also be available for viewing on compatible mobile devices connected to the internet. This notice of intent is not a request for quote. If you believe your company can meet the requirement listed above, please contact Kim Ferguson via email at contact@example.gov prior to 4pm PST on September 17, 2015. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
