The U.S. Army Corps of Engineers Research and Development Center intends to award a sole source, firm-fixed price contract to Physics Applications Inc. for the procurement of a 20mm rifled gun barrel with a surface hardened bore. This component is essential for the Fragment Simulation Laboratory to continue materials characterization and testing of novel protections using the IBPG system. Because the requirement demands original OEM parts to ensure seamless integration and maintain testing safety and integrity, Physics Applications Inc. has been identified as the only capable vendor. The delivery of the equipment is required within 18 weeks of the award. This procurement falls under NAICS code 334519 and is managed by the Department of Defense. While the government intends to proceed with a sole source award, interested parties may submit capability statements and past experience documentation to the designated points of contact by September 2, 2026, for the agency to determine if a competitive procurement is warranted.

Full Description

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a sole source award to Physics Applications Inc.  (CAGE: 2T434) to procure 20mm (96” long) Rifled Gun Barrel with 1 in 20” Rifling and Surface Hardened Bore in the areas of Fragment Simulation Laboratory (FSL) research. FSL is responsible for conducting materials characterization development and testing of novel protection against a large envelope of impacting threats. The FSL currently uses the IBPG system in which this requirement is a component.

The requirement necessitates original OEM parts to the existing system that FSL utilizes.  The requirement must seamlessly interface and interchange with the existing IBPG infrastructure.

The delivery shall be within 18 weeks after award.

The unique requirements detailed are critical to the continuation of the GSL’s mission and continued research in the Fragment Simulation Laboratory (FSL).

The selected source is the sole manufacturer and designer of the IBPG system in which the component will be used. This familiarity is necessary to provide the supply needed that will integrate with the specific system and its specialized features to accurately simulate and withstand testing without degrading test integrity. Any dimensional deviation would render the component useless and compromise testing safety.

As such Physics Applications Inc.  is the only company capable of completing this requirement.

Since alternative methods will not be deemed acceptable, it is determined that Physics Applications Inc.  (CAGE: 2T434) is the only vendor that can provide the 20mm (96” long) Rifled Gun Barrel with 1 in 20” Rifling and Surface Hardened Bore that can meet the government’s exact specifications.

Therefore, the Government intends to award a Firm-Fixed price contract to Physics Applications Inc. in accordance with Authority 41 U.S.C. 1901 RFO FAR 12.201-1. Physics Applications Inc.  (CAGE: 2T434) is a large business concern under the applicable NAICS code 334519- Other Measuring and Controlling Device with a size standard of 600 employees.

This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Tam Coronel at Tam.M.Coronel@usace.army.mil and Sonia Boyd at Sonia.J.Boyd@usace.army.mil no later than 3:00PM CST Wednesday, 02 September 2026.

CHIPS R&D Custom Diffractometry and Fourier Ptychography Endstation
Solicitation # 1333ND26QNB030236
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is soliciting a firm-fixed-price quotation for a custom diffractometry and Fourier ptychography endstation to support EUV HHG source experiments, aimed at demonstrating three-dimensional metrologies for the U.S. semiconductor industry. The endstation includes a custom vacuum chamber with interior dimensions of 40”x40” laterally and 24” in height, capable of achieving a base pressure of 10^-6 Torr, with additional requirements that all components be new, free from gray market parts, and shipped in original manufacturer packaging with full documentation and software. The vacuum chamber must have blank flanges installed for transport to preserve vacuum cleanliness, and the entire system must be delivered FOB Destination to NIST’s facility in Gaithersburg, Maryland. The solicitation, issued as an unrestricted RFQ under NAICS code 334519, mandates a three-volume submission: technical documentation proving compliance with all minimum requirements through detailed citations to the Statement of Work, a separate firm-fixed-price proposal for each CLIN including shipping and tariffs, and a terms and conditions response addressing any objections. Offerors must demonstrate that their equipment is not a prototype, used, refurbished, or experimental item, and failure to meet any minimum requirement renders the quotation unacceptable regardless of price. The contract includes strict deliverables: initial design drawings due two months after award, final design drawings one month after acceptance of the initial design, and the full endstation system delivered within ten months of final design acceptance, with an optional installation and training service to be performed within two weeks of delivery. The total period of performance is thirteen months from award, excluding warranty. Payment is contingent upon government acceptance of delivered items and must be submitted electronically to INVOICE@NIST.GOV with full invoice details including CLIN, unique entity identifier, and cumulative invoicing. Quotations must remain valid for 90 days and require active SAM.gov registration, with noncompliant submissions disqualified. The evaluation process uses a pass/fail gate for technical acceptability, after which award will go to the lowest-priced technically acceptable offeror. Additional requirements include compliance with FAR and agency-specific clauses covering whistleblower rights, subcontractor sales restrictions, security prohibitions, procurement integrity, kickback prevention, and the Prompt Payment Act. Contractors must warrant merchantability and fitness for purpose, are not liable for consequential damages, and remain responsible for latent defects prorated over the equipment
