AI Contract Overview
The U.S. Government intends to sole-source a contract to the University of Guam's Water and Environmental Research Institute (WERI) for specialized scientific advisory services related to water resources and drinking water utilities, including laboratory testing, reporting, analysis, and data management. This action is justified under FAR 6.302-1 due to the limited number of qualified entities capable of performing the work on Guam, with WERI being the only responsible source able to meet the agency’s specific needs. The contracting office, Navfacsyscom Marianas under the Department of Defense, has issued a notice of intent with solicitation number N40192-26-JAUT-006 and provided a seven-day window for interested parties to respond, though submission of information does not guarantee a competitive solicitation and remains at the Government’s sole discretion. The contract will be performed in Santa Rita, Guam, and all inquiries must be submitted by July 17, 2026, to the designated point of contact, Jeno Aguon, at the provided email address.
