AI Contract Overview
The U.S. International Development Finance Corporation (DFC) has issued a notice of intent to sole source a commercial, firm-fixed-price contract for continued support and sustainment of its Private Equity Reporting System (PERS), a mission-critical software system used to manage and report on private investment fund data. This effort follows the existing system’s architecture and operational environment, requiring the contractor to maintain all current functionalities including fund-level and portfolio-company-level reporting, calculation of key metrics such as IRR, TVPI, DPI, NAV, VAR, and MOC, seamless integration with DFC’s financial and analytics platforms, and support for multi-level access controls and data migration. The contract will initially cover a one-year base period from July 15, 2026, through July 14, 2027, with four additional one-year option periods available, potentially extending the engagement to five years. No formal competitive procurement is planned at this time, as the Government has determined that only one responsible source possesses the proprietary knowledge and technical capability necessary to sustain the existing system without unacceptable operational risk, disruption, or loss of historical data integrity. The solicitation number is 773444Q, and responses in the form of a capability statement must be submitted via email to Justine Codling at justine.codling@dfc.gov by 10:00 a.m. Eastern Time on June 10, 2026. Submission of a capability statement does not guarantee award and is solely for determining whether to proceed with a sole-source acquisition; respondents will not be reimbursed for any costs incurred. Performance will occur at DFC’s headquarters in Washington, D.C., and the Government retains full responsibility for inspection and acceptance based on continued operational compliance with the existing system’s specifications. Although the contract is for commercial items under a firm-fixed-price structure, no pricing details, line items, or cost data are disclosed in the notice. No set-asides apply, and the NAICS code is 513210. Key personnel must have deep familiarity with PERS’s custom configurations and integrations, though no specific individuals are named. No formal security clearances are required, but access to sensitive financial data necessitates trusted personnel. Organizational conflict of interest is acknowledged due to the system’s proprietary nature and sole-source dependency, but no mitigation plan is outlined. No contract clauses, packaging requirements, or evaluation factor weights are specified, and no attachments or representations from offerors are requested beyond the
