The United States Army Medical Research Acquisition Activity plans to award a sole-source contract to Louisiana State University, Baton Rouge, to develop and conduct trials of diagnostic assays for the Threat Agent Response and Detection (TADR) system, which supports the Biologic Threat Reduction Program (BTRP) projects in Uzbekistan, Georgia, Azerbaijan, and Ukraine. This contract will focus on procuring specimens and developing assays for viruses significant to the BTRP mission, including potentially unique viruses from the Central Asian and Caucasus regions, such as the Caspian and Baku viruses. Louisiana State University is identified as the only organization capable of providing the required specialized expertise and capabilities to fulfill the contract's objectives, justifying the non-competitive award under federal acquisition regulations. The award will be made under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which permits sole-source contracts when only one responsible source is available, particularly due to limited rights in data and availability of supplies from a single source. This notice is not a request for quotations, and no contract will be awarded based on responses to the notice. Interested parties must submit written inquiries or responses by a specified deadline, demonstrating clear and convincing evidence that competition would benefit the government. All correspondence must be directed in writing to the designated contract specialist, and telephone inquiries will not be accepted.
