The National Science Foundation (NSF) intends to negotiate a sole source order with Winvale for Meltwater online media tracking and monitoring services required for Nano.gov which includes: news and social media platform, newsletter template, and access to media lists, in the amount of $40,204.00 for a period of performance of 36 months. Meltwater has the following set of unique features that meet NNCO requirements: Meltwater has the largest source selection of global news searches using keywords in the industry, over 250k unique sources. Meltwater has a mechanism for using a Boolean search function, which is crucial for NNCO because of the ubiquity of the word - nano and the breadth of terminology related to it that must be searched, like - quantom dots. Meltwater allos for a highly customized newsletter with workarounds for distribution to Federal representatives from NNI agencies in offices that cannot accept html emails, such as DOD. The proposed contract action is for services for which the government intends to sponsor with only one source under the authority of FAR 13.106.
