The U.S. Department of Energy's Office of Energy Policy and Systems Analysis intends to enter into a sole-source contract with Platts McGraw Hill Financial for proprietary energy mapping data services. Platts is uniquely positioned to provide comprehensive integrated financial, market, and geographic data, including detailed plant-level information for operational status ranging from planned to retired plants. Their Geographic Information System offers extensive coverage of electric power assets such as specific power plants, generating units, transmission infrastructure, utility service territories, ISO zones, and regional reliability areas. These data layers are combined with market metrics like energy delivery, wholesale sales, revenues, and construction status to meet the DOE's requirements, with no other known suppliers capable of fulfilling this need. The anticipated contract duration is up to 36 months, comprising a 12-month base period plus two 12-month options. The procurement will adhere to Simplified Acquisition Procedures under FAR Part 12 and NAICS code 541511 (Custom Computer Programming Services). Although this is a notice of intent rather than a solicitation, interested parties may submit capability statements with supporting rationale by the specified deadline to potentially inform the DOE’s decision on competition. The DOE will solely determine whether any alternative sources can meet its demands. All inquiries or responses must be submitted via email to the designated contract specialist, as telephone inquiries will not be addressed.
