AI Contract Overview
The 92nd Civil Engineering Squadron at Fairchild Air Force Base in Washington is seeking to upgrade its existing ADB SAFEGATE L-890 Airfield Lighting Control and Monitoring System (ALCMS) through a sole-source procurement justified under FAR 6.302-1 due to the proprietary nature of the system’s software and its critical life-safety function. Only ADB SAFEGATE AMERICAS 1 INC. holds the authorization to modify the system, as any alterations by other vendors could compromise FAA AC150/5345-56 compliance, USAF cybersecurity requirements, and overall system integrity. The upgrade involves replacing legacy industrial hardware with secure, energy-efficient industrial computers running Windows 11 24H2, deploying managed fiber network switches, installing ACE3 I/O units and door upgrade kits, and enhancing the Human-Machine Interface. Cybersecurity compliance is mandatory, requiring a minimum of 80% adherence to STIG/SRG standards as of January 1, 2025, along with port lockdown, password protection, and SHA-256 configuration baselines to ensure system integrity. All work must be completed by ADB SAFEGATE personnel over four separate one-week on-site visits at designated locations including the Air Traffic Control Tower, airfield lighting vault, and remote I/O sites, following strict work hours of 0700 to 1630, Monday through Friday, excluding federal holidays. The contractor is responsible for delivering as-installed drawings, operator manuals, technical submittals, training materials, and results from Factory and Site Acceptance Testing. No government-furnished equipment will be provided, and all personnel must undergo background checks and be escorted on base. Responses to this notice of intent are invited only in writing by July 29, 2026, to assess whether competitive procurement is feasible, but the government’s intent remains fixed on sole-source award to ADB SAFEGATE due to irreplaceable proprietary access and certification requirements. The solicitation number is FA462026QA277, and inquiries should be directed to Samantha Gorman or Francisco Lopez of the Department of the Air Force.

Full Description
NOTICE OF INTENT TO SOLE SOURCE TO: ADB SAFEGATE AMERICAS 1 INC. (UEI: FC27G9QUXCN8/ CAGE: 77AZ9)
The 92nd Civil Engineering Squadron has a requirement to upgrade Fairchild AFB's (FAFB) Airfield Lighting Control and Monitoring System (ALCMS) with secure, energy-efficient industrial computers, managed network switches, and ACE3 units. The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials required for the system's hardware installation, software updates, and operational commissioning. This system requires a comprehensive upgrade to modernize its components and enhance its cyber-security posture to align with current Department of Defense (DOD) and U.S. Air Force (USAF) standards. The existing system's hardware and software need to be serviced and modified to conform with FAA AC150/5345-56 specifications and relevant sections of DAFGM 2024-32-01. This project will provide FAFB with a new, updated Airfield Lighting Control and Monitoring System.
ADB SAFEGATE (ADB) products to include the ALCMS are manufactured to meet FAA specifications and certified by Intertek Labs per FAA requirement. ADB complies with relevant sections of DAFGM 2024-32-01. Servicing or modifying the hardware or software for ADB SAFEGATE L-890 ALCMS (Fairchild’s current system) must be made by the original L-890 manufacturer (ADB SAFEGATE) to conform with FAA AC150/5345-56 specifications. ADB SAFEGATE Engineering & Technical Service Departments are the only groups authorized to modify installed ADB ALCMS due to the proprietary software in ALCMS to include meeting USAF Cyber defined criteria as any changes must be thoroughly tested as to not corrupt the functionality of this life safety piece of equipment. As a result, a sole source purchase is justified.
Until a new ALCMS system is required at FAFB, ABD will continue to be the only source for any required upgrades to Fairchild’s ALCMS.
