NOTICE OF INTENT TO SOLE SOURCE TO: ADB SAFEGATE AMERICAS 1 INC. (UEI: FC27G9QUXCN8/ CAGE: 77AZ9)


The 92nd Civil Engineering Squadron has a requirement to upgrade Fairchild AFB's (FAFB) Airfield Lighting Control and Monitoring System (ALCMS) with secure, energy-efficient industrial computers, managed network switches, and ACE3 units. The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials required for the system's hardware installation, software updates, and operational commissioning.  This system requires a comprehensive upgrade to modernize its components and enhance its cyber-security posture to align with current Department of Defense (DOD) and U.S. Air Force (USAF) standards. The existing system's hardware and software need to be serviced and modified to conform with FAA AC150/5345-56 specifications and relevant sections of DAFGM 2024-32-01. This project will provide FAFB with a new, updated Airfield Lighting Control and Monitoring System.


ADB SAFEGATE (ADB) products to include the ALCMS are manufactured to meet FAA specifications and certified by Intertek Labs per FAA requirement. ADB complies with relevant sections of DAFGM 2024-32-01. Servicing or modifying the hardware or software for ADB SAFEGATE L-890 ALCMS (Fairchild’s current system) must be made by the original L-890 manufacturer (ADB SAFEGATE) to conform with FAA AC150/5345-56 specifications. ADB SAFEGATE Engineering & Technical Service Departments are the only groups authorized to modify installed ADB ALCMS due to the proprietary software in ALCMS to include meeting USAF Cyber defined criteria as any changes must be thoroughly tested as to not corrupt the functionality of this life safety piece of equipment. As a result, a sole source purchase is justified.


Until a new ALCMS system is required at FAFB, ABD will continue to be the only source for any required upgrades to Fairchild’s ALCMS.

Vendors that believe they can provide the items listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the government to compete this proposed contract based on responses to this notice is solely at the discretion of the government.
