AM_1522 - Learning platform solution and supporting services, Colombia

The British Council is seeking a single provider to deliver a digital platform for English language learning materials to be utilized in Colombia. This platform is intended to serve as a complementary resource for teacher-led training programs rather than a standalone self-study or user-managed course. The scope of work includes the provision of the online platform, technical support during the implementation phase, and ongoing help desk services throughout the duration of the contract. The estimated total value of the contract is 1,000,000 GBP excluding VAT, or 1,190,000 GBP including VAT. The framework contract is scheduled to run for three years, from February 1, 2027, to January 31, 2030, with a possible one-year extension until January 31, 2031. Award decisions will be based on a weighted evaluation consisting of 60% Quality and 40% Commercial factors. The Quality component is further broken down into Methodology at 20%, Quality at 30%, and Social Value at 10%, while the Commercial component focuses on Cost. Interested providers must submit their proposals in English via the British Council MyProcurement portal by the deadline of December 2, 2026.
