HR Information System and Time & Attendance System

Liverpool Experience Campus Ltd is seeking suppliers for a Human Resources Information System (HR IS) and a Time and Attendance System through a competitive flexible procedure. The contract is divided into two lots: Lot 1 covers an end-to-end HR information system including core HR, payroll, recruitment, and performance management, while Lot 2 focuses on a Time and Attendance system. A single supplier may provide both systems, or two separate suppliers may be appointed provided their systems maintain full interoperability. The estimated value for Lot 1 is 332,000 GBP and Lot 2 is 76,000 GBP, both including VAT, covering initial setup and ongoing maintenance. The agreement consists of an initial five-year term running from April 1, 2027, to March 31, 2032, with an option for a five-year extension at the discretion of the campus, potentially extending the total duration to ten years. Award criteria are based on price and quality, with a 100% weighting assigned to quality. The procurement process is conducted in two stages, beginning with a procurement specific questionnaire and client reference visit, followed by an invitation to tender.
