AI Contract Overview

The Department of the Air Force, specifically AFLCMC/PZITB, intends to award a sole-source contract under FAR 6.302-1 and FAR 13.106-1(b) for the depot-level inspection, overhaul, refurbishment, and testing of four government-owned AvL Technologies 2.4M 2020 C/Ku EMI antenna systems and feeds. This action is justified because the government does not possess the proprietary technical data, software, or tooling required for these repairs, which are limited to the original equipment manufacturer. The scope of work includes the refurbishment of mechanical drive components, electrical wiring, and RC4K controllers, with deliverables including an AvL RMA service report and a certificate of conformance following a full dock test, though EMI validation is excluded. The contract requires all prime and sub-prime vendors and on-site personnel to maintain Top Secret facility clearances and provide a DD254. All materials must be TAA and FAR 889 A(1)(B) compliant. Risk and title transfer occur at the AVL dock, and outbound shipping must be palletized via standard freight. While the government is seeking capability statements from other authorized OEM repair sources to determine if competitive procurement is possible, the current intent is a sole-source award. The response deadline for capability statements is September 25, 2026, with an anticipated award date of September 11, 2026.
