Full Description

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of Night Vision and Electronic Sensors Directorate (NVESD), Operations Division intends to negotiate with Manufacturing Techniques, Inc., 140 Technology Park Drive, Kilmarnock, VA 22482-3837 on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 52.217-8, to extend the subject task order by a period of two (2) months. The proposed action is a Cost-Plus-Fixed-Fee (CPFF) completion modification for the continuation of Area 300 Compound Partner Support. This extension will allow for a two (2) month period for continuation of services until the follow-on effort is awarded. The anticipated award date is December 2018. A two (2) month extension of the current task order is required to allow sufficient time to execute a competitive follow-on effort and the subsequent transition of services in order to prevent a possible break in service. This requested extension would allow for Manufacturing Techniques, Inc. to continue providing operations support to twenty-seven (27) Partner Organizations within the Area 300 Compound, Fort Belvoir, VA. This support is vital in ensuring that Partner Organization mission efforts are accomplished. The support primarily surrounds rapid response type functions associated with facilities, and safety. The NVESD Operations Division provides support to ensure that unforeseen requirements/projects which have a direct impact on Partner Organization Mission are met. A break in service would leave mission partners PEO Soldier, elements of PEO IEW&S, the Army Rapid Capabilities Office and other mission partners of the Area 300 Compound without needed infrastructure support to complete their critical initiatives. This failure may lead to reductions in Soldier survivability, lethality and maneuverability. There are no alternatives available for this support and failure to approve this activity will significantly reduce the mission effectiveness of NVESD, the aforementioned partners and the Army. Additionally, this task order enables critical infrastructure support for partners performing highly complex and classified missions. Without this support, these partners will not be able to execute their missions without experiencing significant impediments thereby greatly reducing their operational effectiveness. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
