AI Contract Overview
The U.S. Army’s Mission Installation Contracting Command at Fort Hood plans to award a sole-source, firm-fixed-price contract to Morale Welfare & Recreation Child Youth Services for Watch Care Services, leveraging its exclusive role as the designated provider of childcare on military installations. This procurement is justified under FAR 12.101-1 due to CYS’s unique, mandated integration within the installation structure and its inability to be replicated by any other commercial vendor, unit ministry teams, Department of the Army civilians, or volunteers. The services required include one Watch Care Coordinator and a scalable team of childcare providers to support religious events and services across Fort Hood, ensuring Soldiers and their families can fully participate in religious programming. The North American Industry Classification System code is 624410 with a small business size standard of $9.5 million, though no set-aside is being applied. This notice is not a solicitation for competitive quotes, but responsible parties may submit capability statements by the deadline of August 7, 2026, to the designated point of contacts at Chasity Griffin and Marcellus Newson. The government retains full discretion to proceed without competition based on the responses received.
