NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is F1M3F10224A001. The 628th Contracting Squadron, 101 E. Hill Blvd., Charleston AFB SC, requires a CAD hardware refresh on 2 CAD systems and Javelin System upgrade for three positions. The 628th Contracting Squadron intends to make an award to AT&T. Market research was performed and information gathered in determining this company to be the only source for this requirement. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to response to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: The Naval Weapons Station Security Department is presently responsible for processing 22,000 personnel onto the base and will be responsible for 10,000 additional personnel by October 2010. To complete this mission, the department uses an internet based as well as non-internet based systems to access law enforcement databases that give them visibility of federal, state, and local real-time information. They currently have two means of accessing the internet. The currently used Legacy System will be shut down and access to the NMCI network has been denied and waivers disapproved. The Legacy System will not be replaced and therefore the departments internet based access capability will be lost. The 2 CAD systems presently in place have antiquated hardware and cannot handle the current load on their own. The issue will be exacerbated when the additional personnel are introduced. As such an upgrade is needed. The CAD hardware refresh and Javelin System upgrade are only provided through AT&T. Changing systems would be cost prohibitive based on the cost of procuring new software, time associated with bringing a new system online, and the training that would be required. The software cost alone of the current system would be approximately $18,000 per workstation to replace for a total of $90,000. The following provisions and/or clauses apply to this acquisition.
