The Department of Homeland Security Customs and Border Protection (CBP) has issued a Request for Information (RFI) under solicitation number 2027K9BPA to conduct market research for a future Blanket Purchase Agreement. The objective is to identify vendors capable of providing untrained single-purpose detection canines to the Border Patrol Canine Academy (BPK9) in El Paso, Texas, and the Field Operations Canine Academy (FOK9) in Front Royal, Virginia. This RFI is for planning purposes only and does not constitute a formal request for proposals or a commitment to contract. The Transportation Security Administration (TSA) intends to contract using other than full and open competition for basic explosive detection canines that have been reared and trained in accordance with the Domestic Breeding Consortium (DBC) pilot standards established by the Department of Homeland Services Science and Technology Directorate (DHS S&T) and Johns Hopkins University Applied Physics Laboratory (APL). Accordingly, the TSA intends to award contracts over the next year to the four existing breeders approved by the DBC: Auburn University, 107 Samford Hall, Auburn, AL; Aspen Creek Kennels LLC, 540 250TH ST, WOODVILLE, WI; Elite Detection K9, 1039 S Rochester Rd, Rochester Hills, MI; and Katalyst Kennels, 37 Burgess Rd, Morris, CT. These contracts will address the requirements of TSA's Canine Training Center in Lackland, TX to provide a proof of concept and a significant first step in establishing a broader network of domestic breeding collaborators and breeders utilizing research based puppy rearing and socialization strategies that are anticipated to increase quality and acceptance rates of working canines for TSA. The proposed contract actions are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named companies directly.

Bottle Liquid Scanner (BLS) Qualified Products List (QPL)
Solicitation # 70T04026QPL7672BLS001
The Transportation Security Administration is establishing a qualification process to add vendors to the Bottle Liquid Scanner (BLS) Qualified Products List (QPL) under FAR 9.202. This initiative aims to increase competition for future procurements by identifying systems capable of detecting hazardous and prohibited substances in liquids, aerosols, and gels within sealed containers. To be listed, applicants must successfully complete a multi-step process including the submission of Certification Data Packages (CDP) and Qualification Data Packages (QDP), provide at least six production representative systems for testing, and adhere to the BLS Functional Requirements Document v2.95 and relevant detection standards. The qualification process involves rigorous testing, including system certification, integration testing, and Initial Operational Test and Evaluation. Applicants must comply with strict security protocols, requiring the execution of TSA Form 2815 Non-Disclosure Agreements for access to Sensitive Security Information and adherence to cybersecurity vulnerability assessments. All submitted systems must also comply with the Buy American Act and applicable Trade Agreements. While the QPL remains open until closed by the TSA, placement on the list does not guarantee a contract award, and the government will not reimburse costs associated with the qualification process.
