The East Services Branch, Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to Alcon Vision, LLC, 6201 South Fwy, Fort Worth, TX 76134, utilizing the authority of Title 41 U.S.C. §1901(e)(2) as implemented in RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), including the use of brand-name descriptions without allowing for “equal” products.


This requirement is for the procurement of one (1) CENTURION® Vision System and four (4) Centurion ACTIVE SENTRY® Handpieces at the Keller Army Community Hospital (KACH), West Point, NY. The CENTURION® Vision System currently includes the following proprietary functions, including but not limited to: ACTIVE SENTRY® Technology and ACTIVE SENTRY® Handpiece, Active Fluidics™, OZil® IP and the INTREPID® AUTOSERT® IOL Injector Handpiece.


The Government intends to procure from only one source under the authority of RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), including the use of brand-name descriptions without allowing for “equal” products. The provision of highly specialized supplies when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.


All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
