The Department of Homeland Security's Fletc Glynco Procurement Office issued a Notice of Intent to negotiate a sole source Blanket Purchase Agreement with Safran Optics 1 for the maintenance of Vectronix equipment vital to the protective mission. This procurement will be fixed-price and is justified under FAR 6.302-1, as Safran Optics 1 is deemed the only responsible source capable of providing the necessary maintenance services. The associated NAICS code is 811219, and the PSC code is J059. The notice clarifies that this is not a request for quotes, but interested parties who believe they can fulfill the requirements may submit a written capabilities statement electronically by June 6, 2017, at 8:00 am EST to uma.redwine@usss.dhs.gov. Submissions will only be used to assess whether a competitive procurement might be possible in the future, with the Government retaining sole discretion over that determination. The place of performance is in Washington, DC, with the contracting office located in Brunswick, GA. Inquiries and comments must be directed via email to the designated Contract Specialist, Uma D. Redwine, or the Contacting Officer, Danielle Donaldson, as phone calls will not be accepted. The notice emphasizes that responding does not guarantee a move to a competitive procurement and reinforces the sole source rationale for selecting Safran Optics 1 for the specialized maintenance services needed.
